The “Mountain Law” project was adopted by the Chamber of Deputies from Romania. One billion Euro for the mountain area!

The Chamber of Deputies from Romania adopted the “mountain law” project, with 245 votes in favor, 1 against and 28 abstentions, which provides for the establishment of a program to encourage activities in the mountain area, for which a budget of EUR 1 billion is allocated from the state budget for 10 years.

The law regulates the ways of smart, sustainable and inclusive protection and development of the mountain area.

According to the adopted texts, this law approves the program for encouraging activities in the mountain area, for which one billion euro is allocated for a period of 10 years from the coming into force of this law, from the state budget, through the budget of the Ministry Agriculture and Rural Development.

The mountain basin, within the meaning of this law, is a mountainous territory, consisting of several administrative territorial units with territorial continuity, usually formed along a valley, a watercourse or communication routes with geo features -climatic and similar traditional economic and cultural activities around a local development center. Romania’s mountainous area comprises 9 mountain groups. Each mountain group consists of several mountain massifs, each mountainous massif comprising areas in the immediate vicinity and forming a single geographic, economic and social entity with similar characteristics, provides for the adopted text.

This law prohibits the collection of waters, springs and streams for the purpose of using them for micro-hydroelectric plants without first and foremost ensuring the need for water for domestic and wild animals by granting exploitation rights to those who reinvest profits in quality development projects productive land. When drawing up the documentation for the projects regarding the construction of micro-hydro power plants, the opinions issued by the county agricultural directorates and the county forestry departments and the administrative-territorial units are mandatory, the draft stipulates.

Also, the Romanian state grants financial compensation, in accordance with the regulations in force, to the landowners in the mountain area, located in Natura 2000 sites, natural parks, national reserves of biosphere reserves and other protected natural areas.

The Ministry of Agriculture and Rural Development and the Ministry of National Education will collaborate in introducing into the secondary, vocational and lyceutical education a package of study subjects with basic notions about the socio-economy of the mountain area.

The form of organization of pre-school and primary education in the mountain area will be established by methodological norms approved by Government Decision. Practical training of students will be carried out at pedagogical facilities attested by gymnasiums, based on a public-private partnership.

The Romanian State, through the central and local public administration authorities, supports and supports the cultural heritage of the mountain area through special programs aimed at preserving and capitalizing on it, as follows: restoration of historical monuments and buildings of cultural, architectural and historical value; improving accessibility to tourism infrastructure and documenting archaeological sites and other historical objectives; supporting civil society initiatives and local public administration with regard to the creation of rural museums and cultural, ethnographic, historical, memorial tourism; initiation of regular actions for information, promotion and presentation of the mountain cultural heritage through: information points, fairs, festivals.

Agricultural specialists, doctors, young teachers up to the age of 35, settled in communes or mountain villages more than 20 km away from a city benefit from a “mountain premium” equivalent to 100% of the basic salary. Teachers practicing in isolated villages or mountain hamlets benefit from a “mountain premium” equivalent to 100% of base salary.
